it's higherarchy was translated into sidebar.js

Add docusaurus tool not pipeline logic ( #11716 )

* Adds docusaurs tooling
tooling works
broken links still exist
needs the pipeline to work with GH pages
merging sooner means that we won't have forked problems from
the relatively frequently updated docs folder
