Fixed incorrect defunct phone number ( #1023 )
...
House Task Force on the Attempted Assassination of Donald J. Trump - phone number had two area codes. https://clerk.house.gov/member_info/TTD-118.pdf shows the (771) area code is the correct one.
(Both are defunct now anyway. --JT)

This commit updates the `committees-current.yaml` file and
`committees-historical.yaml` file to reflect the committees that are no
longer standing from the 117th Congress.
This update was made manually.

...
Some old committee 'title' (i.e. role) keys were not being cleared. Lujan's committee positions were missed.
House committee information is no longer available at the URL we were using, so that is missing.
The script may still not be working and might be adding duplicate entries.

...
We want to preserve new metadata in the file like start_date and source.
Also manually added the committee metadata for:
* House Select Committee on the Climate Crisis
* House Select Committee on the Modernization of Congress
Also suppress some warnings about names.
