98e8dceb1a Update/defunct or dup committees (#890) 
- Complete audit of house committees: Some of these may have been discontinued based on control of the house.  A few seemed to have different code assignments (duplicating prior names).

9533789731 Update no longer standing committees from 117th Congress (#878) 
This commit updates the `committees-current.yaml` file and
`committees-historical.yaml` file to reflect the committees that are no
longer standing from the 117th Congress.

This update was made manually.

c3b28a4c5a Ran committee_membership.py and fixed caching downloaded House XML data indefinitely 
Now don't use the cached file unless --cache is given. We started only going to the cache in 61d150af which was merged to main in 8435c03112.

d897e650f0 Added LIS IDs of new senators by running senate_contacts.py 
I manually put the ID in the customary order after the bioguide ID. While here I also fixed the order for Sinema and Rosen.
