Fix bad links for learning resources (#17546)

* Update bad links

- Change "bootcamp" to "getting started"
- Remove link to no longer existing "checklists, cheat sheets, and more"
- Change "classes" to "courses" for consistency
- Remove links to courses that are no longer live

* Replace hub.github.com link with CLI link
