This commit undoes the change I do not want to revert on the megabranch.

7a526390be Add GHES to APTs to cover SQL Server Images (#16742)
* Add GHES to APTs to cover SQL Server Images

This new section 13 addresses a contracting gap for GHES customers who have executed legacy customer agreements for GHES that do not include this recent MSFT-required boilerplate. See Sec. 2.1 of the [Enterprise Subscription Agreement](https://docs.github.com/en/free-pro-team@latest/github/site-policy/github-enterprise-subscription-agreement#21-license-grant) for an example of where this boilerplate has been added to customer agreements.

* Change version effective date to Dec. 7

Assumed go-live date; can be moved earlier if this is ready to deploy before Dec. 7

* Updated to put supported package managers in table

Alex suggested moving this information about which package managers
are not supported (bundler, hex, pip) into the table on the About
topic, rather than as text in the note box. This changes does that,
adding a new row to the table for hex (as discussed with Alex).

Review comment asked for the line about filtering repos to be removed.
With that line gone there's no point showing the s/shot of a
filtered list.

There is a typo in the proposed markdown for teaching users how to add a new post to their site. The `layout` yaml front matter should be `post` not `page`
