* Add GHES to APTs to cover SQL Server Images
This new section 13 addresses a contracting gap for GHES customers who have executed legacy customer agreements for GHES that do not include this recent MSFT-required boilerplate. See Sec. 2.1 of the [Enterprise Subscription Agreement](https://docs.github.com/en/free-pro-team@latest/github/site-policy/github-enterprise-subscription-agreement#21-license-grant ) for an example of where this boilerplate has been added to customer agreements.
* Change version effective date to Dec. 7
Assumed go-live date; can be moved earlier if this is ready to deploy before Dec. 7
