* Adds description of GHEC dormancy reporting

* Remove unneeded if statement

* Only show dormant user section to dotcom users

* Extract common text to a data reusable

* Extract all duplicate content to reusables

* add note, warning, download instructions

* fix versioning

* remove dormancy criteria, add link
