When a workflow uses an action by referencing the repository where the action is stored, {% data variables.product.prodname_actions %} will first try to find the repository on {% data variables.location.product_location %}. If the repository does not exist on {% data variables.location.product_location %}, and if you have automatic access to {% data variables.product.prodname_dotcom_the_website %} enabled, {% data variables.product.prodname_actions %} will try to find the repository on {% data variables.product.prodname_dotcom_the_website %}.
