e8bb738d64 Modify the splice library and SpliceDomainJoin action to support more flexible options around certs. 
The library currently expects all unattended joins to use certs, but this isn't the only method supported by Splice CLI. Make cert_identifier a passable argument, so some workflows can opt to disable it (by omitting the arg).

This may require corresponding changes to SpliceDomainJoin in configs.
