This change adds a UDF "utc_timestamp" which returns the current
date and time in UTC. Example query:

select utc_timestamp();

+-------------------------------+
| utc_timestamp()               |
+-------------------------------+
| 2017-06-15 17:36:39.290773000 |
+-------------------------------+
