The directory structure of the newer Kudu toolchain artifacts has changed. Now the root directory is split into /release and /debug. A few little updates are needed to the build and service scripts. Since the toolchain no longer provides stubs for platforms that Kudu doesn't support the stubs need to be generated. This will be done as part of the toolchain bootstrapping. Also this upgrades Kudu to 0.8 RC1. Developers will need to run bin/create-test-configuration.sh after pulling in this change. Otherwise the Kudu service will fail to start.
