Alex Behm edf9f2ffb6 IMPALA-5438: Always eval union const exprs in subplan.

The bug was that the constant exprs of a union were only
evaluated for the first fragment instance. However, for
a union inside a subplan, we should always evaluate the
constant exprs.

Testing:
- Added a regression test.
- Locally ran test_nested_types.py and the union tests in
  test_queries.py

This directory contains Impala test workloads. The directory layout for the workloads should follow:

workloads/
   <data set name>/<data set name>_dimensions.csv  <- The test dimension file
   <data set name>/<data set name>_core.csv  <- A test vector file
   <data set name>/<data set name>_pairwise.csv
   <data set name>/<data set name>_exhaustive.csv
   <data set name>/queries/<query test>.test <- The queries for this workload
