command/fmt: support formatting multiple files

All the code infrastructure was there to support formatting multiple
files already.
This makes `terraform fmt` more flexible and also compliant with the
[treefmt formatter
spec](https://numtide.github.io/treefmt/docs/formatters-spec.html )
