67a5cd0911 statemgr+remote: context.Context parameters
This extends statemgr.Persistent, statemgr.Locker and remote.Client to
all expect context.Context parameters, and then updates all of the existing
implementations of those interfaces to support them.

All of the calls to statemgr.Persistent and statemgr.Locker methods outside
of tests are consistently context.TODO() for now, because the caller
landscape of these interfaces has some complications:

1. statemgr.Locker is also used by the clistate package for its state
   implementation that was derived from statemgr.Filesystem's predecessor,
   even though what clistate manages is not actually "state" in the sense
   of package statemgr. The callers of that are not yet ready to provide
   real contexts.

   In a future commit we'll either need to plumb context through to all of
   the clistate callers, or continue the effort to separate statemgr from
   clistate by introducing a clistate-specific "locker" API for it
   to use instead.

2. We call statemgr.Persistent and statemgr.Locker methods in situations
   where the active context might have already been cancelled, and so we'll
   need to make sure to ignore cancellation when calling those.

   This is mainly limited to PersistState and Unlock, since both need to
   be able to complete after a cancellation, but there are various
   codepaths that perform a Lock, Refresh, Persist, Unlock sequence and so
   it isn't yet clear where is the best place to enforce the invariant that
   Persist and Unlock must not be called with a cancelable context. We'll
   deal with that more in subsequent commits.

Within the various state manager and remote client implementations the
contexts _are_ wired together as best as possible with how these subsystems
are already laid out, and so once we deal with the problems above and make
callers provide suitable contexts they should be able to reach all of the
leaf API clients that might want to generate OpenTelemetry traces.

601e84ee71 backend: Backend.StateMgr takes context.Context
This adds a new context.Context argument to the Backend.StateMgr method,
updates all of the implementations to match, and then updates all of the
callers to pass in a context.

A small number of callers don't yet have context plumbed to them so those
use context.TODO() as a placeholder for now, so we can more easily find
and fix them in later commits once we have contexts more thoroughly
plumbed.

f9d937a4dd Apply a confirmable run when given a saved cloud plan (#33270)
It displays a run header with link to web UI, like starting a new plan does, then confirms the run
and streams the apply logs. If you can't apply the run (it's from a different workspace, is in an
unconfirmable state, etc. etc.), it displays an error instead.

Notable points along the way:

* Implement `WrappedPlanFile` sum type, and update planfile consumers to use it instead of a plain `planfile.Reader`.

* Enable applying a saved cloud plan

* Update TFC mocks — add org name to workspace, and minimal support for includes on MockRuns.ReadWithOptions.

These changes include additions to fulfill the interface for the client
mock, plus moving all that logic (which needn't be duplicated across
both the remote and cloud packages) over to the cloud package under a
dedicated mock client file.

df578afd7e backend/local: Check dependency lock consistency before any operations
In historical versions of Terraform the responsibility to check this was
inside the terraform.NewContext function, along with various other
assorted concerns that made that function particularly complicated.

More recently, we reduced the responsibility of the "terraform" package
only to instantiating particular named plugins, assuming that its caller
is responsible for selecting appropriate versions of any providers that
_are_ external. However, until this commit we were just assuming that
"terraform init" had correctly selected appropriate plugins and recorded
them in the lock file, and so nothing was dealing with the problem of
ensuring that there haven't been any changes to the lock file or config
since the most recent "terraform init" which would cause us to need to
re-evaluate those decisions.

Part of the game here is to slightly extend the role of the dependency
locks object to also carry information about a subset of provider
addresses whose lock entries we're intentionally disregarding as part of
the various little edge-case features we have for overridding providers:
dev_overrides, "unmanaged providers", and the testing overrides in our
own unit tests. This is an in-memory-only annotation, never included in
the serialized plan files on disk.

I had originally intended to create a new package to encapsulate all of
this plugin-selection logic, including both the version constraint
checking here and also the handling of the provider factory functions, but
as an interim step I've just made version constraint consistency checks
the responsibility of the backend/local package, which means that we'll
always catch problems as part of preparing for local operations, while
not imposing these additional checks on commands that _don't_ run local
operations, such as "terraform apply" when in remote operations mode.

718fa3895f backend: Remove Operation.Parallelism field
The presence of this field was confusing because in practice the local
backend doesn't use it for anything and the remote backend was using it
only to return an error if it's set to anything other than the default,
under the assumption that it would always match ContextOpts.Parallelism.

The "command" package is the one actually responsible for handling this
option, and it does so by placing it into the partial ContextOpts which it
passes into the backend when preparing for a local operation. To make that
clearer, here we remove Operation.Parallelism and change the few uses of
it to refer to ContextOpts.Parallelism instead, so that everyone is
reading and writing this value from the same place.

ab70879b9b Remote backend: Stop setting message when creating runs
Historically, we've used TFC's default run messages as a sort of dumping
ground for metadata about the run. We've recently decided to mostly stop
doing that, in favor of:

- Only specifying the run's source in the default message.
- Letting TFC itself handle the default messages.

Today, the remote backend explicitly sets a run message, overriding
any default that TFC might set. This commit removes that explicit message
so we can allow TFC to sort it out.

This shouldn't have any bad effect on TFE out in the wild, because it's
known how to set a default message for remote backend runs since late 2018.
