As of this commit we don't actually do anything with these once decoded. In future commits we'll add decoding of repository-specific oci_credentials blocks and then the logic for combining all of these settings together into an ociauthconfig.CredentialsConfigs representing the overall credentials selection policy for OCI repositories.
