Mike Griese 52171d2dab Update to MUX 2.8.3 (#15183) ...

This fixes the BreadcrumbBar issue that would crash into the debugger
anytime you open the SUI on a second thread.

See #14957.

Maybe also tracked in #15144 - let's have @j4james test when this
merges.
