I was initially confused by the intended use of `pull_request_target` and its capabilities, but [this blog post in the Security Lab](https://securitylab.github.com/research/github-actions-preventing-pwn-requests) laid out the caveats and solutions well.

436345792f Fix link to "Signature verification object" 
The current link to "Signature verification object" uses a # anchor that doesn't exist any more.  This PR updates the link to point to the primary section that discusses "Signature verification object."
