IMPALA-14529: (addendum) Fix kudu_create.test

Kudu throws different error message after IMPALA-14529. This patch
adjust the error message in kudu_create.test to let the test pass.

Testing:
Pass TestDdlStatements.test_create_kudu and
TestKuduHMSIntegration.test_create_managed_kudu_tables.
